The race for the leadership of the Federation of Contractors’ Associations of Nepal (FCAN) has intensified as the 26th General Assembly and Election approach.

Current Senior Vice President Er. Ang Dorji Lama has officially filed his candidacy for the post of President for the upcoming term, scheduled for April 1st–3rd, 2026 (Chaitra 17–19, 2082 BS).
An engineer by profession with decades of experience in the construction industry, Er. Ang Dorji Lama has climbed the institutional ranks of FCAN, serving as Central Member, Deputy General Secretary, and Vice President.
Vision to Resolve ‘Chronic’ Construction Industry Issues
Er. Ang Dorji Lama believes that the Nepalese construction sector is currently facing an unprecedented crisis. His candidacy is built on the promise of solving long-standing, “chronic” problems that have plagued the industry for years.
“There is a false narrative in the market that contractors are solely responsible for project delays,” Lama stated. “In reality, delayed payments from the government, the issuance of tenders without guaranteed budgets, and legal hurdles in land acquisition are the true roadblocks to infrastructure development.”

1. Proposal for a ‘Construction Holiday.’
Amidst the global fuel crisis and soaring prices of construction materials such as bitumen and steel, Lama has proposed a “Construction Holiday.” He argues that if the government cannot guarantee price adjustments to match current market rates, a temporary halt in construction is necessary to prevent contractors from going bankrupt.
2. Legislative Reform: The ‘Infrastructure Umbrella Act.’
Lama pointed out that conflicting laws, such as the Public Procurement Act, Forest Act, and Environmental Acts, often stall projects.
His primary agenda is to lobby for a unified Umbrella Infrastructure Act that streamlines all legal requirements under a single window, ensuring that work proceeds smoothly once a contract is signed.
3. Ending Unhealthy Competition and ‘Low-Bidding.’
The “Low-Bidding” culture has compromised project quality and the financial health of many firms. Er. Ang Dorji Lama aims to regulate the registration of ‘D’ class firms across local levels and implement strict policies to discourage bidding significantly below estimated costs. He remains a strong advocate for the “Five Package” concept to ensure fair distribution of work among all contractors.
4. Administrative Accountability and Decision-Making
Lama highlights that administrative delays are as damaging as financial ones. He noted that government officials often delay decisions due to fear of oversight bodies like the CIAA. He proposes a policy where Project Chiefs and Engineers remain assigned to a site until completion to ensure continuity and accountability.
