FNCCI Vice Presidency Ghimire Pledges to Reform Outdated Laws For Investors

As the 60th Annual General Meeting (AGM) and Election of the Federation of Nepalese Chambers of Commerce and Industry (FNCCI) approaches on April 11–12, 2026 (Chaitra 29–30, 2082 BS), the race for leadership has intensified.
FNCCI Vice Presidency Ghimire
Shiva Prasad Ghimire, a prominent entrepreneur and Chairman of the SG Group, has officially launched his campaign for the post of Vice President (Commodity).
Running as part of the Anjan Shrestha panel, Ghimire who brings three decades of institutional experience to the table is positioning himself as a bridge between traditional business values and the modern digital economy.
The Hurdles to Investment: A Call for Legal Reform
In a recent sit-down with local media, Ghimire identified a critical paradox in Nepal’s current economy: high bank liquidity and low interest rates paired with a complete lack of investor confidence.
“Policy clarity is the bedrock of an investment-friendly environment,” Ghimire stated. “Today, money is sitting in banks, but no one is ready to invest. This is a direct result of our outdated laws. We are trying to run a 2026 economy using legal frameworks from 1956 (2013 BS).”
Ghimire pledged that his team’s first priority would be to lobby the government for a complete overhaul and “rewriting” of obstructive Acts, regulations, and procedures that currently act as bottlenecks for the private sector.
Digitalization: Ending the ‘File Culture’
A cornerstone of Ghimire’s agenda is the total digitalization of both FNCCI internal processes and government-to-business (G2B) interactions. He argues that moving services online is the most effective way to eliminate systemic corruption.
Efficiency: Ghimire highlighted the frustration of entrepreneurs who must spend weeks navigating bureaucracy for simple tax certificates.
Transparency: By removing the “table-to-table” file movement, he aims to establish a system where merit and efficiency dictate progress rather than political or bureaucratic influence.
Curbing Youth Migration Through Economic Stability
Addressing the mass exodus of Nepalese youth, Ghimire argued that economic security is the only permanent solution.
“Speeches will not stop our youth from leaving. Only a secure investment climate and job creation will,” he noted. He believes that if the government provides a “safe umbrella” for domestic investors, foreign investment and high-quality employment will naturally follow.
A Unified Private Sector
Despite the competitive nature of the FNCCI elections, Ghimire emphasized that the private sector remains a family. He noted that while various groups like those of Hemraj Dhakal and Anjan Shrestha (who is set to become President automatically) are vying for positions, the goal remains a single, strong voice for Nepalese businesses.
“The election is just a democratic exercise to see who the business community trusts most at this moment. Come April 14 (Baisakh 1), there will be no panels only one FNCCI working for the common good.”
