Nepal Begins Driving License Printing Under New EDLVRS System

Nepal has officially launched driving license printing and distribution through the new Electronic Driving License and Vehicle Registration System (EDLVRS). The Government of Nepal has officially started printing and distributing driving licenses through the newly implemented Electronic Driving License and Vehicle Registration System (EDLVRS).
Rolled out by the Department of Transport Management (DoTM) under the Ministry of Infrastructure Development, this digital overhaul aims to tackle massive service-seeker backlogs and long-standing delays in smart card issuance.
Key Highlights of the New System
Automated Workflow: Applicant details submitted via the EDLVRS flow directly to the Security Printing Center (Surakshya Mudran) for fast processing.
Streamlined Postal Distribution: Once printed, licenses are dispatched via postal service directly to the respective Transport Management Service Offices.
Provincial Autonomy: Provincial governments can independently partner with the Security Printing Center or coordinate through federal channels to clear local backlogs.
Province-Wise Implementation Progress
Madhesh Province: Leading the charge, Madhesh Province signed a direct agreement with the Security Printing Center, successfully printing and dispatching its first batch of 3,081 driving licenses to local transport offices.
Lumbini Province: Following suit, Lumbini Province signed a formal printing agreement to launch decentralized, local-level license printing.
Federal Support: For regions without direct provincial agreements, the Department of Transport Management and the Security Printing Center are stepping in to manage unified printing workflows.
By decentralizing operations and digitizing tracking, the new framework promises a much faster, transparent, and hassle-free experience for citizens awaiting their driving licenses.
