AI Policy Development in Nepal: Key Recommendations From CAN Federation

For the first time, Nepal is set to introduce a National Artificial Intelligence (AI) Policy. To support this initiative, the Computer Association of Nepal Federation (CAN Federation) has submitted a concept paper with key recommendations to the government.

AI Policy Development in Nepal

On Sunday, a delegation from the federation met with Minister for Communications and Information Technology, Prithvi Subba Gurung, to formally present the document.

Titled “AI Usage and Practice in Nepal,” the concept paper has been developed based on a comprehensive review and recommendations by CAN Federation’s AI Coordinator and Vice President Chiranjibi Adhikari, Prof. Dr. Sudan Jha, Advocate Diksha Raut, and Ganga Bhandari. The document highlights critical aspects such as technological innovation, AI research, ethical AI development, data security, and regulatory frameworks.

Nepal’s AI Readiness and Future Prospects

The CAN Federation believes that by promoting AI development and research, Nepal can achieve self-reliance in the sector and enhance its global competitiveness. The recommendations emphasize the importance of ethical AI implementation, digital inclusion, and the protection of human rights.

AI ethics is a crucial component of the policy, ensuring that AI usage does not harm individuals or communities. The federation has also stressed the need for robust data security frameworks to prevent misuse and establish strict legal guidelines to regulate AI applications.

Key Recommendations by CAN Federation

The concept paper outlines several strategic recommendations, including:

Clear Definition of AI: Nepal’s AI policy should establish a well-defined and applicable definition of artificial intelligence.

AI Glossary: A comprehensive glossary should include technical terms such as AI, machine learning, and data privacy.

Sector-Specific AI Applications: AI should be encouraged in key sectors like healthcare, agriculture, and disaster risk management.

Multi-Sector Collaboration: Government agencies, academic institutions, private enterprises, and non-governmental organizations should work together for AI development.

Legal Framework and Data Protection: A strong legal and regulatory framework should be established to ensure AI governance and data security.

Data Management Policies: Policies should clearly outline data governance, including data cleansing, safety, and privacy measures.

Cross-Border Data Sharing: Provisions should be set for international data exchange while maintaining national interests.

Establishment of Data Centers: Nepal should develop independent and advanced data centers to support AI applications.

Investment in AI Ecosystem: The government should allocate resources for AI research, scholarships, and the establishment of AI research centers in universities.

Localization of AI Tools: AI tools should be tailored to Nepal’s linguistic and cultural needs.

Government Response and Next Steps

CAN Federation President Sunaina Ghimire Pandey emphasized the necessity of structural and policy-level efforts for sustainable AI development in Nepal. She highlighted AI’s transformative potential in education, healthcare, agriculture, infrastructure, and governance.

Dr. Shaligram Parajuli, an IT expert from the Ministry of Communications and Information Technology, acknowledged the importance of stakeholder collaboration in shaping a transparent and inclusive AI policy. He assured that the government would integrate expert insights and stakeholder feedback to finalize the policy and implement it soon.

CAN Federation’s AI Coordinator and Vice President, Chiranjibi Adhikari, emphasized the need to foster AI entrepreneurs and innovative thinkers to strengthen Nepal’s AI ecosystem. Prof. Dr. Sudan Jha echoed similar sentiments, stressing the alignment of local needs with international AI standards.

CAN Federation Secretary General Chandra Bilas Bhurtel concluded that the overarching goal of these recommendations is to create an AI-friendly environment in Nepal, making the country globally competitive in AI advancements.

As Nepal progresses toward adopting a national AI policy, these recommendations serve as a crucial guideline for shaping a robust, ethical, and inclusive AI framework. The successful implementation of these strategies will pave the way for AI-driven innovations, economic growth, and global recognition of Nepal as a tech-forward nation.
