On the occasion of National ICT Day 2024, a pivotal workshop on Digital Governance and Cybersecurity is scheduled for May 28, 2024, at Texas College of Management and IT.

The event will host esteemed organizations such as the Information Security Response Team Nepal (npCert) and the Center for Cyber Security Research and Innovation (CSRI).

Notable speakers including Dr. Sameer Kharel, Dr. Shaligram Parajuli, Dr. Sudan Jha, Dr. Suman Thapaliya and Chiranjibi Adhikari will share their insights on advancing e-Governance and strengthening cybersecurity in Nepal.

The Journey of e-Governance in Nepal

Nepal’s journey towards establishing effective e-Governance began with the IT Policy of 2000 and gained momentum with the Digital Nepal Framework of 2019. Despite significant advancements like the Nagarik App and various online registration systems, the country’s e-Governance efforts face several challenges. These include political instability, a shortage of skilled ICT professionals, and uneven digital infrastructure. Moreover, issues such as lack of coordination, insufficient investment, and low digital literacy continue to hinder optimal service delivery.

Impact of COVID-19 on Digital Governance

This study examines the critical role of digital governance in Nepal during and after the COVID-19 pandemic, emphasizing its impact on public service delivery.

By reviewing various studies on e-government development in Nepal and other developing countries, the research aims to provide valuable insights for policymakers. These insights are essential for formulating effective e-government policies that enhance crisis management and improve service delivery.

Global Standing and Benefits of e-Governance

Nepal currently ranks 137th among 193 countries in the e-Governance Development Index (EGDI). While the global landscape has seen significant advancements in e-Governance over the past 30 years through ICT, Nepal has been striving to catch up. The benefits of e-Governance are manifold:

Better Access to Information and Quality Services:

ICT enables timely and reliable information dissemination, simplifying government processes and enhancing transparency.

Efficiency and Accountability: The application of ICT streamlines government operations, improves decision-making, and increases overall efficiency, leading to more accountable governance.

Expanded Reach of Governance: Advances in communication technology, including mobile telephony and the internet, bring government services closer to citizens, enhancing accessibility and convenience.

Conceptual Framework and Future Directions

Cybersecurity expert and General Secretary of the Federation of Computer Association Nepal, Mr. Chiranjibi Adhikari, has developed the conceptual framework of this workshop.

It underscores the need for Nepal to enhance its digital infrastructure, promote public-private partnerships, and adopt citizen-inclusive strategies.

Emphasizing digital literacy and awareness is crucial to ensuring effective and equitable e-Governance implementation.

As Nepal continues to navigate the complexities of digital transformation, events like this workshop on Digital Governance and Cybersecurity play a vital role in shaping a more efficient, transparent, and inclusive government.

On National ICT Day 2024, a workshop on Digital Governance and Cybersecurity will be held at Texas College of Management and IT in Sifal, Kathmandu.
