In a high-level meeting held yesterday evening between Finance Minister Dr. Swornim Wagle and the Confederation of Nepalese Industries (CNI), the Minister laid out a robust roadmap for economic transformation, urging the private sector to lead the nation’s growth.

Emphasizing that the era of political instability has ended, Dr. Wagle signaled a shift toward a “private-sector-led” economic model, backed by significant legal reforms and a commitment to good governance.
1. Political Stability as a Catalyst for Growth
Addressing the industrial leaders, Finance Minister Dr. Wagle noted that the formation of a strong, stable government has fulfilled a long-standing demand of the business community. “The private sector sought political stability, and it is now here,” he stated. “We must now leverage this historic mandate to achieve rapid economic prosperity and meet the high expectations of the people.”
2. Immediate Legal Reforms: Repealing 15 Restrictive Laws
To prove the government’s commitment to a liberal and supportive economic environment, Dr. Wagle highlighted that 15 restrictive laws and acts were targeted for repeal or amendment on his very first day in office. This move aims to remove administrative hurdles and reduce the “cost of doing business” in Nepal.
“We encourage a liberal economy, but let it be clear: liberalism does not mean a lack of oversight. We will regulate to ensure market integrity while removing the ‘red tape’ that stifles innovation.”
3. A Shift from Imprisonment to Monetary Penalties
In a move that significantly boosts the morale of entrepreneurs, the Finance Minister announced a policy shift regarding financial irregularities. He stated that the government would prioritize monetary fines over imprisonment for general financial offenses, ensuring that honest businesspeople are not treated like criminals for procedural errors. “Do your business with honesty, and the state will support you with an open heart,” he added.
4. Focus on Model Industrial Parks and FDI
Responding to CNI’s proposal for the development of “Model Industrial Parks,” Dr. Wagle encouraged the private sector to take the lead in attracting large-scale foreign direct investment (FDI) or partnering with multinational corporations. He assured that the government would provide all necessary facilitation and security for such transformative projects.
