The Ministry of Labor, Employment and Social Security is introducing a major initiative to combat Foreign Employment Fraud Prevention.

The new system, named the ‘Help to Help 10 Cell’ center, aims to protect thousands of Nepali migrant workers from widespread deception. This significant step is being taken to safeguard workers from prevalent fraud and misleading information as they seek jobs abroad.
Launch and Scope of the Initiative
Dr. Krishna Hari Pushkar, Secretary of the Ministry, announced the launch of the ‘Help to Help 10 Cell’ center, effective from December 23rd (Poush 8).
The system is being rolled out to coincide with International Migrants Day, celebrated annually on December 18th. The cell’s primary purpose is to empower all workers to make safe migration decisions based on authoritative information.
The ‘Help to Help 10 Cell’ will integrate and coordinate services from several existing government bodies across the nation. This expansive network includes: Employment Information Centers located in all 753 local levels. Labor Offices in all seven provinces. The Department of Foreign Employment. The existing Samadhan Call Center.
Services will be accessible through all these integrated points during regular office hours. The centralization of information aims to create a reliable and easily accessible safety net.
Three Core Objectives for Worker Security
The establishment of the ‘Help to Help 10 Cell’ is driven by three essential objectives, all focused on worker security and informed decision-making:
Authoritative Decision Making: Workers should base their decisions on official state information, not rumors or unverified sources.
Protection from Digital Fraud: The cell will actively help workers guard themselves against fraudulent schemes and false promises disseminated through digital platforms.
Ensuring Complete Safety: The system seeks to guarantee full security throughout the entire process of foreign employment, from application to departure.
Fighting Misinformation and Social Media Deception
In recent times, deceptive and misleading advertisements have multiplied rapidly across social media platforms. Platforms like TikTok and Facebook Reels are frequently used to spread false information, such as “You can earn this much money” or “We can easily send you to this country.”
The Secretary expressed confidence that the ‘Help to Help 10 Cell’ will prove highly effective in countering this rise in misinformation and protecting workers from falling victim to scams. Digital literacy and awareness are crucial components of the cell’s strategy.

Commemoration of International Migrants Day
Secretary Pushkar also noted that Nepal will observe International Migrants Day, which falls on December 18th, with a week-long series of events.
The nation is celebrating the 25th International Migrants Day from December 1st to 7th (Poush 1 to 7). The theme for Nepal’s commemoration is “Good Governance in the Migration Cycle: Safe, Dignified, and Skilled Migration.”
This widespread observance underscores the government’s commitment to improving the safety and dignity of the migration process for its citizens.
