Kathmandu Metropolitan City (KMC) is significantly boosting its social welfare efforts.

KMC plans to establish a dedicated facilitation desk at Bir Hospital. This strategic move aims to streamline and enhance the provision of KMC Free Health Service for the poor, helpless, and destitute.
This new desk will effectively manage the targeted group treatment program. The collaboration was formalized through a Memorandum of Understanding (MoU).
Official Agreement for Enhanced Service
Mr. Deepak K. C., Head of the Health Department at KMC, and Prof. Dr. Dilip Sharma, Director of Bir Hospital, officially signed the MoU.
This agreement secures the necessary space within the hospital for the new desk. KMC is financing the initiative. The Metropolitan City will hire three contractual staff members, all with nursing qualifications. These personnel will staff the facilitation desk.
The Role of the Facilitation Desk
The new desk plays a crucial role in patient management. Staff will guide patients who apply through KMC’s official online system.
The platform is accessible at freehealth.kathmandu.gov.np. Patients will receive referrals from the desk to appropriate private and community hospitals.
This centralized approach ensures smooth access to care. The implementation aims for better service coordination.
System Overview and Operation
Kathmandu Metropolitan City launched the free treatment service for the targeted group on February 1, 2024 (Falgun 1, 2080 B.S.).
A Public Health Inspector currently coordinates the service within the Metropolitan structure.
The comprehensive KMC Free Health Service covers diagnosis and laboratory testing. Individuals from anywhere in Nepal can utilize this vital targeted group treatment scheme.
Accessing the Free Service: Three Pathways
Eligible individuals access the service through three distinct methods, ensuring broad reach:
- Destitute ID Card Holders: Patients possessing a “Destitute ID Card” can directly visit an affiliated hospital. This option provides the fastest access to care.
- Ward Recommendation: Individuals without the ID card must obtain a formal recommendation. They get this document, along with a public inquiry report, from their local ward office. They then proceed to the hospital with these validated papers.
- Facilitation Unit Contact: People unable to secure the necessary paperwork can contact KMC’s Free Health Service Facilitation Unit.
- They must provide proof of their destitute status. Once the proof is verified, the unit issues the required recommendation. The facilitation desk at Bir Hospital will often serve as the initial point of contact for this third pathway.
Comprehensive Treatment Scope and Network
The KMC Free Health Service system boasts a wide-reaching network. Currently, 53 privately run hospitals participate in the program.
These hospitals contribute a total of 380 beds to the system. This significant capacity ensures a high volume of targeted group treatment.
The service includes various surgical procedures. Patients have received operations for conditions like hernia, hydrocele, uterus-related issues, gall bladder stones, kidney stones, and orthopedic problems. Complex medical care falls under Family Medicine.
Services cover treatment for conditions such as diabetes, kidney disease, tuberculosis, high blood pressure, asthma, and chronic liver ailments.
Emergency health services and treatment for neurological and respiratory problems are also provided. The Kathmandu Metropolitan City program offers truly comprehensive care.
The Bir Hospital facilitation desk will further cement the efficiency of this life-saving initiative. KMC demonstrates strong commitment to public health.
