The Government of Nepal has officially approved the “National Artificial Intelligence (AI) Policy 2082,” marking a significant stride towards integrating cutting-edge technology into the nation’s development framework.

The decision, made during a Cabinet meeting on Shrawan 26, was announced by Government Spokesperson and Minister for Information and Communication Technology, Prithvi Subba Gurung.
This policy is set to provide crucial guidelines for the ethical use, robust regulation, and progressive development of AI across various sectors in Nepal.
The approval of the AI policy follows extensive consultations and the valuable input from leading expert organizations.
The Center for Cyber Security Research and Innovation (CSRI Nepal), Nepal Police Security Emergency Response Team (npCERT), and the Internet Governance Institute (IGI) jointly presented a 10-point recommendation concept paper to Minister Gurung.
Their recommendations emphasized a human-centric approach, focusing on key areas for effective implementation:
Clear Prioritization: Defining specific AI initiatives with clear goals.
Defined Deadlines & Responsibilities: Establishing timelines and assigning accountability for various aspects of the policy.
Strong Monitoring & Evaluation: Implementing mechanisms to track progress and assess the policy’s impact.
Capacity Development: Investing in skills and expertise to foster AI talent within the country.
Multi-Sector Cooperation: Encouraging collaboration between government, private sector, academia, and civil society.
Ethics & Inclusiveness: Prioritizing ethical considerations and ensuring AI benefits all segments of Nepalese society.
Furthermore, the expert organizations underscored the critical importance of integrating AI into Nepal’s national cybersecurity framework to proactively address emerging cyber threats and safeguard national security.
Key figures who contributed to the concept paper include Dr. Shaligram Parajuli (President of CSRI Nepal), Advocate Baburam Aryal (President of IGI), Bandana Sharma (Secretary of CSRI Nepal), Samir Kharel (AI Consultant at npCERT), Roshan Pokharel (Director of IGI), and Chiranjibi Adhikari (Founder President of CSRI Nepal, Immediate Past President of Information Security Response Team Nepal – npCERT).
Minister Prithvi Subba Gurung acknowledged the expert recommendations, expressing the government’s commitment to developing and implementing the AI policy with transparency and inclusive stakeholder participation. He affirmed that expert input would be a guiding factor in finalizing the framework and assured its swift passage and enforcement.
Experts believe that the National AI Policy 2082 presents a golden opportunity for the Nepalese. Suvarna Shakya highlighted the necessity of coordination among all stakeholders. Advocate Aryal stressed that a well-prepared policy will foster innovation and empower AI entrepreneurs. Chiranjibi Adhikari emphasized the need for prioritizing cloud security within AI-driven national cybersecurity. Shaligram Parajuli likened AI’s transformative potential to that of electricity’s impact on the internet, emphasizing its limitless possibilities for the future of Nepalese.
By incorporating these expert recommendations, Nepal aims to build a safe, inclusive, and technology-friendly AI ecosystem, setting the stage for a digitally advanced and prosperous future for all Nepalese. The collaborative efforts between the government and expert organizations like CSRI Nepal, npCERT, and IGI signal a responsible and forward-thinking approach to AI development in the country.
