Nepal FY 2082/83 Budget Implementation Begins: NPR 19.64 Trillion Plan Active

Nepal officially begins the fiscal year 2082/83 today, marking the start of budget implementation. The government had announced the budget on Jestha 15(29 May) through Deputy Prime Minister and Finance Minister Bishnu Prasad Paudel. Now, the policies, programs, and financial allocations outlined in the budget come into effect.

Budget Execution Starts

The Ministry of Finance has already issued budget implementation guidelines to all ministries, departments, and agencies. A circular was dispatched on Shrawan 1(July 17), instructing relevant bodies to begin executing the budget. The aim is to immediately activate economic plans and policies without delay.

Budget Size And Allocations

The government has announced a budget of NPR 19.64 trillion for FY 2082/83. This includes:

NPR 11.80 trillion for recurrent (operational) expenses

NPR 4.07 trillion for capital (development) expenditure

NPR 3.75 trillion for financial management

These allocations are designed to stimulate growth, enhance infrastructure, and improve service delivery across Nepal.

Revenue And Financing Sources

To finance the FY 2082/83 budget, the government expects to collect:

NPR 13.15 trillion from revenue

NPR 53.45 billion from foreign grants

NPR 233 billion from foreign loans

NPR 362 billion from internal debt

The fiscal strategy reflects a balanced approach to financing through both domestic resources and external borrowing.

Economic Targets And Growth Focus

With the budget now active, the government aims to:

Expand economic activity

Boost private sector investment

Increase employment opportunities

Ensure timely completion of infrastructure projects

Achieve a 6% economic growth rate

The implementation of the new tax rates and development programs is also effective starting today.

Smooth Transition Into New Fiscal Year

Since the budget had already been passed by both houses of the Federal Parliament, there are no legal hurdles for implementation. The government has ensured all mechanisms are in place for the practical rollout of new programs and policies.

Budget Implementation Guidelines In Action

The Ministry of Finance prepared and distributed the Budget Implementation Guidelines on Wednesday. These guidelines offer detailed instructions on budget spending, project execution, and progress monitoring. Ministries and departments are now expected to become active and accountable in their respective roles.
