Nepal Gen Z Startup Program: Government Initiative for Youth Entrepreneurship
3rd May 2025, Kathmandu
The Government of Nepal has announced a new initiative to promote entrepreneurship among the Gen Z population. The program, called the “Youth Startup Program,” is part of the upcoming fiscal year 2082/83 policy and will target young people born between 1997 and 2012.

Focus on Youth Employment
President Ramchandra Paudel revealed the program while presenting the government’s annual policy and program during a joint session of the Federal Parliament. He stated that the aim is to create jobs inside the country and reduce dependency on foreign employment.
The program will encourage startups led by Gen Z and support them with structured planning and resources. It seeks to increase income opportunities for youth through business innovation.
Business Plans and Ecosystem Required
Every startup will need a clear business plan. The government will also ensure that a proper startup ecosystem is in place. This includes access to mentoring, funding, and market support.
Officials say this approach will help young entrepreneurs launch sustainable ventures. By setting clear guidelines, the program hopes to minimize risks and improve long-term success rates.
Education System to Support Entrepreneurship
The government plans to align the education system with this initiative. President Paudel said entrepreneurship-friendly education is a priority. The goal is to close the gap between the skilled labor shortage and the large number of unskilled workers in Nepal.
To do this, the government will reform the current curriculum and teaching methods. These changes aim to develop practical skills and encourage creative thinking among students.
Reforms in Schools and Universities
The president also addressed problems in school education. He said the government will introduce legal and policy reforms to solve these issues.
Universities will shift their focus toward knowledge, research, and development. The idea is to prepare young people not just for jobs, but for leadership and innovation in various fields.
Reducing Brain Drain
The startup program also responds to the growing trend of youth leaving Nepal for work. Many young Nepalis seek jobs abroad due to a lack of local opportunities.
By promoting entrepreneurship at home, the government hopes to retain talent and reduce migration. Young people will be encouraged to start businesses, build careers, and contribute to Nepal’s economy.
What Comes Next
More details about the startup program, including funding and implementation, are expected soon. Experts say the program’s success will depend on cooperation between ministries, the private sector, and educators.
Youth groups and economists have welcomed the announcement. They say it shows the government is finally paying attention to the needs and potential of the younger generation.
If implemented well, the Youth Startup Program could become a turning point in Nepal’s efforts to boost innovation and create jobs for the future.
