The Government of Nepal is planning to transform the Nagarik App into the central digital platform for public service delivery. The goal is to bring as many services online as possible to improve accessibility, efficiency, and transparency.

Digital Vision Presented in Parliament
President Ramchandra Paudel presented the new policy and program for the upcoming fiscal year 2082/83 (2025/26) during a session of the Federal Parliament. He outlined the government’s aim to fully digitize service delivery.
He said, “The Nagarik App will be developed as the main digital instrument for public services.” The plan includes integrating a wide range of government functions into the app.
Focus on Online and Faceless Services
Alongside digital expansion, the government will promote faceless service delivery. This system minimizes physical contact and manual processing. It also reduces the need for citizens to visit government offices.
President Paudel stated that “all services will be made online as far as possible.” This step is expected to reduce red tape, save time, and cut costs.
Faceless services have already proven useful in sectors like tax filing, registration, and document verification. The government now aims to scale this approach across ministries and departments.
Administrative Reforms Underway
In addition to digital upgrades, the government plans to reform public administration. It will remove unnecessary agencies and merge overlapping structures. Some departments may be transferred to better align with national priorities.
These changes aim to reduce wasteful spending and improve service quality. The government also wants to create a simpler and more accountable system.
Stronger Coordination Between Governments
The policy also highlights better cooperation between the federal, provincial, and local levels. This is particularly important in agriculture and infrastructure. Officials believe that working together will improve results and avoid duplication.
The government wants to modernize agriculture, expand market access, and build rural infrastructure. These efforts align with Nepal’s larger goals of economic recovery and digital growth.
Nagarik App’s Role Expanding
The Nagarik App, launched to simplify government-citizen interaction, already offers several services. These include citizenship records, PAN registration, social security, and education-related documents.
Now, the government will integrate even more services. Citizens will be able to track applications, verify identities, and access personal records in one place.
This move supports the Digital Nepal Framework, which aims to build a modern, inclusive, and technology-driven society.

With strong political support and growing digital infrastructure, the expansion of the Nagarik App is expected to transform governance in Nepal. Citizens will gain faster, fairer, and more convenient access to essential services.
