Nepal’s First Fully Digital Municipality: Bansgadhi Pioneers Digital Governance

In a landmark move for local governance in Nepal, Bansgadhi Municipality in Bardiya District has officially been declared a digital municipality.

This pioneering achievement, announced by Mayor Khadga Bahadur Khadka during the 17th Municipal Assembly on Monday, positions Bansgadhi as the first local government in Nepal to offer comprehensive digital services, setting a new standard for e-Governance in the nation.

Seamless Digital Integration for Citizens

Bansgadhi’s commitment to digital transformation is deeply rooted in the concept of e-Governance, aiming for faster, more efficient, and simplified service delivery for its citizens. A crucial step in this journey was the integration with Nepal’s National Identity Card system. Following a joint meeting on Baisakh 29 (May 11, 2024) with the Department of National ID and Civil Registration, Bansgadhi made the strategic decision to link all municipal services with the National Identity Card.

This integration has culminated in the launch of “Digital Bansgadhi Version-2,” an innovative platform that enables citizens to access a wide range of municipal services directly from the comfort of their own homes. Information Technology Officer Mr. Kshitiz Paudel highlighted the significant effort behind this transformation, stating, “Now, all services can be accessed with just one click.” He further explained the power of the National ID link: “Since the system is linked with the National ID, all relevant citizen information such as biometric data, citizenship details, and voter registration is retrieved automatically, enabling instant service delivery.”

Empowering Citizens and Streamlining Administration

The establishment of a local data center underscores Bansgadhi Municipality’s commitment to providing technology-friendly public services. This digital leap means that Bansgadhi residents will no longer need to visit ward offices for official recommendations. According to IT Head Mr. Paudel, “All services provided by the municipality can now be accessed online,” and these services are available “24/7 from home via the official digital portal: digital.bansgadhimun.gov.np.”

For the upcoming fiscal year, 2082/83 (2025/26), the municipality has also announced that all planning and implementation will be managed through these new digital systems. This forward-thinking approach is expected to significantly reduce administrative burdens on local ward chairpersons, allowing for more streamlined and efficient governance.

How to Access Digital Services

To begin utilizing these innovative digital services, citizens simply need to download the “Digital Bansgadhi-2” app from the Google Play Store. After installation, users are required to fill out the necessary details and create an account within the system to unlock the full range of digital offerings.

A Holistic Vision for Progress

Beyond its digital initiatives, Bansgadhi Municipality also presented a budget of NPR 942.5 million for the fiscal year 2082/83 (2025/26) during the same municipal assembly, demonstrating a comprehensive approach to development and public service.

Located in the Terai region of southwestern Nepal, approximately 20 kilometers north of Nepalgunj, Bansgadhi was established on December 2, 2014, and covers an area of 206 square kilometers. The Mahendra Rajmarg highway runs through the city, further enhancing its connectivity and potential for growth.

Bansgadhi’s declaration as a digital municipality marks a significant milestone in Nepal’s journey towards a digitally empowered future, showcasing how local governments can leverage technology to improve the lives of their Nepalese citizens.
