NPCERT Elects Dr. Rajib Subba as President: New Cybersecurity Leadership

The Information Security Response Team Nepal (NPCERT), a leading organization dedicated to strengthening Nepal’s cybersecurity landscape, has elected a new executive committee under the leadership of Dr. Rajib Subba. The announcement was made during NPCERT’s 10th Annual General Meeting, where a 13-member executive committee was selected.
New Leadership Team
Dr. Rajib Subba, an assistant professor at Madan Bhandari University of Science and Technology and an IT security expert, has been appointed as the president of NPCERT. Supporting him in the leadership team are:
Vice Presidents: Prof. Dr. Sudan Jha, Er. Tulsi Ram Shrestha, and Suman Kumar Sharma
General Secretary: Dr. Suman Thapaliya
Secretary: Krishna Prasad Pandey
Treasurer: Prabin Khadka
Executive Members: Regina Dangi, Engineer Ruchi Pandey, Sudip Ghimire, Diksha Raut, Engineer Santosh Shrestha, and Ramkrishna Dahal
During the Annual General Meeting, the organization also approved the annual financial report presented by the General Secretary and Treasurer. Attendees emphasized the need for NPCERT to enhance its branding, prioritize data security, and strengthen its role in Nepal’s cybersecurity domain.
Commitment to Strengthening Cybersecurity in Nepal
Immediate Past President Chiranjibi Adhikari extended his best wishes to the newly elected committee and emphasized NPCERT’s commitment to making Nepal a cyber-secure nation. He expressed confidence that the new leadership, under Dr. Subba’s strategic vision, will implement effective measures to mitigate cyber threats and strengthen national cybersecurity.
Dr. Subba, previously an advisor to NPCERT, aims to take the organization to the next level with a three-year strategic plan focused on cybersecurity awareness, technological advancements, policy development, and international collaboration.

Cybersecurity Awareness Programs: Nationwide initiatives to educate individuals and organizations on cybersecurity best practices.

Policy Development & Government Collaboration: Working closely with government agencies to formulate robust cybersecurity policies.
International Partnerships: Engaging with global cybersecurity experts and organizations for knowledge sharing and collaboration.
Cybersecurity Conferences & Training: Hosting national and international cybersecurity conferences and providing specialized training to industry professionals.
Digital Forensic Lab & Security Operations Center: Establishing advanced facilities for cybersecurity research and response.
Recognition & Incentives: Acknowledging individuals and institutions contributing to Nepal’s cybersecurity framework.
Formation of a Cybersecurity Think Tank: Bringing together industry leaders to discuss and implement strategies for cyber risk mitigation.

Dr. Subba emphasized that cybersecurity is no longer a luxury but a necessity in today’s digital world. With increasing cyber threats in Nepal, NPCERT is committed to leading initiatives that safeguard digital assets and protect citizens from cybercrimes.

About Dr. Rajib Subba
Dr. Subba brings nearly 30 years of experience in ICT, cybersecurity, and disaster management. A former Deputy Inspector General (DIG) of Nepal Police, he has worked with various United Nations agencies and international universities. He holds a Ph.D. in Communication and Information Science from the University of Hawaii, USA, and has been instrumental in shaping Nepal’s cybersecurity policies. He has also been recognized with multiple national and international awards, including the Nepal Academy of Science and Technology (NAST) award.

Established in 2016, NPCERT is Nepal’s primary cybersecurity organization, serving as a focal point for addressing cyber threats. The organization collaborates with the Nepal government, CAN Federation, internet service providers, telecom operators, Nepal Police, and private IT companies to enhance digital security. NPCERT provides cybersecurity incident response, risk assessment, and awareness programs to protect Nepal’s digital infrastructure from emerging threats.
