The Social Security Fund (SSF) has reached a major milestone, reporting a total investment portfolio of 126 billion rupees.

Total Investment and Source of Funds
The investment strategy of the SSF is geared towards safety and stability, adhering strictly to established investment procedures mandated by the government and the fund’s own guidelines.
Total Invested Amount: 126 billion rupees
Source of Investment: Executive Director Kabiraj Adhikari confirmed that the total investment includes 95 billion rupees accumulated from contributors. The remaining portion comprises investment returns, which are also reinvested to ensure the long-term sustainability of the fund.
Investment Philosophy: The investments are made across diverse financial instruments, ranging from fixed deposits to various types of bonds, following specific procedures to maximize safety and return for the contributors while mitigating overall risk.
Detailed Breakdown of Investment Portfolio
Executive Director Adhikari provided a detailed breakdown of how the massive 126 billion rupees has been allocated across different financial sectors, reflecting a cautious and liquid-focused investment approach.
Fixed Deposits: The largest portion of the fund’s assets is currently placed in fixed deposits at various commercial banks, totaling 58 billion 89 crore rupees. This investment choice prioritizes safety, liquidity, and assured returns, which is crucial for a pension and social security fund that must meet periodic payout obligations.
Treasury Bills: The fund has invested 32 billion 19 crore rupees in treasury bills. These are short-term government debt instruments, considered among the safest investments available, further emphasizing the fund’s conservative investment policy.
Development Bonds: A substantial amount of 21 billion 76 crore rupees has been invested in development bonds. These are medium- to long-term government securities used to finance national development projects, ensuring the fund contributes to nation-building while securing a guaranteed return.
Debentures: The fund has allocated four billion 52 crore rupees to debentures, which are long-term debt instruments issued by corporations or financial institutions. This introduces a slight risk diversification beyond government-backed securities.
Mutual Funds: A smaller, strategic amount of one billion 95 crore rupees has been invested in mutual funds. This vehicle provides diversification across equities and other assets, managed by professional fund managers.
Loans to Contributors and Social Impact
Beyond capital market investments, the SSF is also directly serving its contributors through various loan schemes, providing accessible and low-interest credit.
Contributor Loan Investment: The fund has invested seven billion 79 crore 83 lakh rupees in the form of loans provided directly to its contributors.
Beneficiaries: This loan facility has benefited 20 thousand contributors, enabling them to access necessary funds for personal and family needs.
Loan Interest Rates: The SSF provides loans at competitive interest rates:
Special Loans are offered at an annual interest rate of 5.2 percent.
Housing and educational loans are provided at a slightly higher rate of 5.86 percent. These rates are typically much lower than commercial bank rates, adding significant value for the enrolled workers.
Expansion of Enrollment and Outreach
The SSF is also actively working to expand its reach and ensure universal worker enrollment, especially at the local government level. To this end, the fund has signed Memoranda of Understanding (MOUs) with 114 municipalities. This collaboration is aimed at facilitating the enrollment of workers, particularly those in the informal sector and localized businesses, with some municipalities already beginning the process of depositing contribution amounts.
