Sim Hyon-sop: Identified as a primary organizer, Sim Hyon-sop carries the highest bounty of up to $7 million.
Myong Chol-Min and Kim Se-Un: Each of these individuals has a reward of up to $3 million.
Kim Yong-Bok, Kim Chol-Min (aka “Jack”), Ri Tong-Min (aka “Elvis”), and Ri Won-Ho: Each carries a reward of up to $500,000.
Charges against these individuals are rooted in activities like tobacco trafficking, which aimed to secure U.S. dollar access for North Korea. Alarmingly, several conspirators, including Kim Se-Un, were actively involved in the increasingly sophisticated North Korean IT worker schemes.

North Korea has deployed thousands of IT workers abroad, predominantly operating from Russia and China. These operatives cunningly secure high-paying remote positions with American companies, including Fortune 500 corporations. Their earnings are then meticulously remitted back to North Korea, providing crucial financial lifelines for banned weapons programs. In parallel to the reward offerings, the Treasury Department has sanctioned Korea Sobaeksu Trading Company, which has a history of deploying IT workers to countries like Vietnam. Three North Korean nationals linked to these illicit revenue generation schemes, including Kim Se-Un, Myong Chol-Min, and Jo Kyong-Hun, were also designated. These networks are vital for North Korea’s access to technology and financial systems, directly supporting sanctioned entities such as the Munitions Industry Department and the Ministry of Atomic Energy and Industry.
Further underscoring the severity of the issue, American citizen Christina Marie Chapman is slated for sentencing today in the District of Columbia. Chapman’s role in a North Korean IT worker scheme defrauded over 300 U.S. companies, highlighting how North Korean operatives recruit accomplices to facilitate their fraudulent activities on American soil.
Global Implications: Funding Ballistic Missiles and War Efforts
The U.S. government stressed the grave international security implications of these criminal networks. The ballistic missiles funded through these illicit schemes have been unlawfully transferred to Russia and used to strike Ukrainian territory, including Kyiv.
