The operation was carried out by a team from the Kathmandu Valley Crime Investigation Office with support from the Armed Police Force.
The Charges: Culpable Homicide and Negligence
The arrest follows the recommendations of the Gauri Bahadur Karki-led Inquiry Commission, which investigated the violent suppression of the “Gen-Z” protests in September 2025.
The commission found Lekhak, along with former PM KP Sharma Oli, responsible for “criminal negligence” that led to significant human casualties during the demonstrations.
Cabinet Decision & Legal Action
The newly formed cabinet under Prime Minister Balen Shah decided on Friday to strictly implement the commission’s report. Following this, the Home Ministry filed a formal complaint (Kitani Jaheri), leading the police to issue an urgent arrest warrant for the former minister.
“Justice has Begun”: Home Minister Sudan Gurung
Reacting to the high-profile arrests, Home Minister Sudan Gurung stated that the move marks the beginning of a new era of accountability in Nepal.
