Nepal’s eagerly awaited first modern road tunnel, the Nagdhunga-Sisnekhola Tunnel, prepares for full operation.

The Nagdhunga Tunnel Construction Project office has initiated a crucial step. They issued an international competitive bidding (Nagdhunga Tunnel Operation Tender) on Sunday.
This tender aims to select a competent service provider. The selected company will handle the operation and maintenance of the vital tunnel for a period of five years.
This move signals the final preparatory phase before the tunnel opens to the public. The project office specifically invited international bids. They seek an experienced and capable service provider through global competition.
The government needs skilled technical expertise to manage the sophisticated infrastructure. The deadline for submitting the bid documents is set for December 17, 2025 (Pus 2).
Why an International Service Provider is Essential
Although the tunnel’s construction is nearly complete and vehicles can technically pass through, it is not yet fully operational. The primary challenge remains the lack of specialized and experienced manpower and security management. The tunnel incorporates a highly advanced control system.
The Department of Roads faces a heavy workload and possesses limited experience in operating such a complex tunnel road. Furthermore, available local human resources lack the necessary specialized training for tunnel operation and maintenance.
Therefore, the project is actively pursuing an international partner. This strategy will ensure the tunnel is run by highly trained and expert personnel, guaranteeing safety and efficiency.
Focus on Expertise Transfer and Self-Sufficiency
The five-year contract period serves a strategic purpose beyond just maintaining the tunnel. During this time, the foreign experts must actively transfer essential technology and operational knowledge. They will train a sufficient number of Nepali technical and managerial staff.
This technology transfer is vital for Nepal’s future infrastructure. It is expected to empower domestic professionals. They will eventually manage and operate similar large-scale structures, such as future tunnels and fast-track projects, independently. This forward-looking approach ensures long-term self-sufficiency in handling complex national infrastructure.
Tunnel Specifications and Safety Protocols
The Nagdhunga-Sisnekhola project comprises a main tunnel measuring 2.7 kilometers in length. An emergency evacuation tunnel runs parallel, measuring 2.6 kilometers. The tunnel features state-of-the-art safety and monitoring systems. These systems are crucial for 24/7 operation.
A sudden accident, a fire, or a system failure demands an immediate emergency response. The selected service provider will ensure timely service delivery. They achieve this by implementing a shift system for all staff and establishing dedicated emergency response teams.
Manpower and Organizational Structure
The tunnel’s continuous operation necessitates a large, dedicated team. A total of 150 posts have been proposed for the entire operational and maintenance team. A Tunnel Operation and Maintenance Chief will lead the entire staff contingent.
The organizational structure prioritizes safety and revenue collection. The Security Management Unit will command the largest number of personnel, with 64 employees assigned.
Following closely, 54 employees will manage the toll collection process, as the government has already fixed a road usage fee (toll) for vehicles using the route.
Smaller units will handle other crucial functions. Fourteen employees will be responsible for traffic facility monitoring and control. Additionally, eight employees each will manage the civil structure and other structural maintenance and repair needs.
The timely call for the Nagdhunga Tunnel Operation Tender shows the government’s commitment. They plan to open Nepal’s first modern tunnel road soon, promising reduced travel time and enhanced connectivity for millions.
