AI Talk Series 005: Building Sovereign AI and Devanagari LLMs in Nepal
AI Talk Series 005
14th April 2026, Kathmandu
Nepal is standing at a digital crossroads. As Artificial Intelligence continues to reshape global industries, the conversation is shifting from simply using AI to owning it.
AI Talk Series 005
On Sunday, April 26, 2026, the AI Association Nepal (AIAN) will host AI Talk Series 005, a deep dive into Sovereign AI and AI for Public Services.
This session focuses on a critical mission: building Devanagari-optimized Large Language Models (LLMs) from the ground up to ensure Nepal’s digital independence.
Why Sovereign AI Matters for Nepal
Sovereign AI isn’t just about building apps; it’s about controlling the entire lifecycle of data and intelligence. For a country with unique linguistic needs, relying solely on global models can lead to “digital translation” gaps.
The goal? Developing competitive 3B–8B parameter models specifically tuned for the Nepalese context. This involves mastering:
Dataset Curation: Collecting high-quality Devanagari corpus.
Tokenization: Optimizing models for low-resource scripts.
Training Pipelines: Creating efficient workflows that respect local compute constraints.
Evaluation Benchmarks: Ensuring the AI actually understands Nepalese nuances.
The 3A Framework and Neuro-symbolic AI
The talk will explore how Nepal can overcome hardware limitations through collaborative innovation. A key highlight is the 3A Structure:
Automate: Streamlining repetitive public service tasks.
Augment: Enhancing human decision-making in critical sectors.
Amplify: Scaling impact across the nation.
By integrating Neuro-symbolic AI (NSAI), which combines the learning power of neural networks with the logic of symbolic reasoning, local models can become more reliable and explainable for government use.
Real-World Use Cases for Local Models
Participants will discuss how these personalized AI platforms can be deployed as immediate nation-wide solutions in:
Healthcare: Improving diagnostics and patient records in local languages.
Public Sector: Simplifying government services and citizen engagement.
Banking & Finance: Secure, localized fraud detection and customer support.
Critical Infrastructure: Managing telecommunications and energy grids.
