Mellekh Rural Municipality, located in the remote Achham District, has undergone a remarkable digital transformation under the leadership of Chandra Prakash Saud, the IT Officer who began his journey in 2075 B.S.

Once plagued by connectivity challenges and a lack of basic ICT infrastructure, Mellekh now stands as a shining example of how determination, hard work, and strategic planning can revolutionize the ICT and e-governance sectors in rural Nepal.

The Challenge of Isolation

When Saud first took on his role as IT Officer, Mellekh faced significant obstacles. The absence of reliable phone connections and internet access left the community isolated from essential services and opportunities for socio-economic growth. Despite these challenges, Saud was determined to bring change to his birthplace. He designed a project proposal aimed at revolutionizing ICT and e-governance in Mellekh, which was successfully funded under the Innovative Partnership Fund (IPF) project by the Office of the Chief Minister and Council of Ministers and PLGSP in Dhangadhi. Mellekh was the only local government in Achham District to be selected, marking the beginning of a transformative journey.

Laying the Foundation for ICT Infrastructure

The successful selection of the IPF project allowed Mellekh to establish several key ICT initiatives. Among the most significant was the creation of an IT center and a local data center, which became the backbone of the municipality’s digital transformation. These centers host a range of systems and services that have significantly improved daily municipal operations.

One notable achievement is the development of Mellekh-Cloud, a cloud service designed to centralize government documents and support various digital platforms, including tax management and network monitoring systems. Additionally, an intranet and intercom communication system were established to address the lack of reliable phone connections, ensuring seamless communication within government offices.

Empowering the Community Through Digital Services

A key goal of Saud’s efforts was to provide Mellekh’s citizens with access to the same digital services available in urban areas. Several initiatives were implemented to achieve this, including IT centers that offer online registration, education materials, and related services to marginalized populations. Infrastructure and information systems were developed to improve service delivery and promote good governance.

Among the digital services introduced were:

Grievance Management System: Accessible via a toll-free number and online portal, this system ensures that citizens’ voices are heard and their concerns promptly addressed.

Digital Profile System: Residents can now manage their digital profiles online, streamlining access to various services.

Online Darta Chalani System: This system has made official correspondence and document handling more efficient and transparent.

Judicial Management System: Ensuring fair and efficient local judicial processes, this system has brought much-needed order and transparency to Mellekh’s local judiciary.

Online Business, Agriculture, and Cooperative Registration Systems: These platforms support the digitization and record-keeping of local businesses, agricultural services, and cooperatives, fostering economic growth.

Promoting Transparency and Economic Growth

Saud also emphasized the importance of transparency in development projects. An Infrastructure Management System was established, allowing citizens to monitor project progress and file complaints if necessary. A mobile app further enhances accountability in public works.

In recognition of Mellekh’s potential as a tourist destination, Saud launched the Mellekh Tourism Portal, which showcases the region’s natural beauty, cultural heritage, and tourism opportunities. This initiative aims to attract visitors, boost the local economy, and create new opportunities for residents.

National Recognition and a Proud Moment

The hard work and dedication of Saud and his team have not gone unnoticed. Mellekh Rural Municipality has secured a place among the top ten local governments in Nepal for ICT development and is ranked second in Sudurpaschhim Province by the Ministry of Federal Affairs and General Administration (MOFAGA). This recognition underscores the transformative power of technology and innovation when combined with a strong vision and community support.

For Chandra Prakash Saud, a native of Mellekh, leading these initiatives has been a deeply rewarding experience. Working as a civil servant in his own village, Saud has witnessed the positive impact of these projects firsthand. Mellekh is no longer limited by its remote location; instead, it is leading the way in rural development through ICT.

A Vision for the Future

Saud remains committed to ensuring that Mellekh continues to be at the forefront of digital innovation. He views this journey as just the beginning, with the continued growth and success of Mellekh Rural Municipality as his ongoing mission. His efforts have not only connected Mellekh to the digital world but have also empowered the community, creating opportunities for socio-economic development.
