Ministry Of Land Management Initiates Local Land Bank Operations Across Nepal

The Ministry of Land Management, Cooperatives, Federal Affairs and General Administration has launched the process to establish and operate Local Land Banks across the country.

Legal Framework And Regulatory Basis
The ministry confirmed that the initiative is being implemented under the Land Use Act, 2076 and the Land Use Regulations, 2079, including the Third Amendment, 2082. Under these legal guidelines, local governments hold the mandate to identify, register, and facilitate the productive deployment of unused private properties.
Registration Process For Landowners
Landowners who are unable to cultivate their land or have left properties idle can voluntarily register their land parcels with their local government offices. Once registered, these properties will be added to the municipal Land Bank repository for systematic allocation.

Productive Utilization Through Local Mechanism
The Land Bank mechanism allows listed properties to be leased or assigned for productive purposes, such as commercial farming, agricultural enterprises, and local development projects. Local government authorities will oversee leases, operational terms, and fair compensation for property owners.

The ministry highlighted several key goals for the initiative, including boosting national food production, maximizing land productivity, and preventing fertile soil from degradation. Additionally, the policy aims to generate rural employment and encourage local entrepreneurship through sustainable land utilization.
