Nagarik App Nepal Update: Private Sector Integration under Operation & Management Guideline 2082

The Ministry of Communication and Information Technology has introduced the Nagarik App (Operation and Management) Guideline, 2082. This new guideline replaces the earlier Directive of 2078, which has been officially revoked.
Nagarik App Nepal Update
It enables private companies offering public-oriented services to be integrated into the Nagarik App. The move aims to expand service access and simplify digital governance.
Easier Process Than the Previous Directive
Earlier, any change in the directive required Cabinet approval. This made the process slow and complicated. To solve this issue, the Ministry has introduced a new guideline format instead. It offers more flexibility and simplifies the approval process.
The new guideline aims to improve digital service delivery. It allows both public and eligible private organizations to offer services through a single platform.
Services Available on the App
The government launched the Nagarik App to deliver all public services from one mobile application. Citizens can access various services through the app, such as:
Citizenship and passport services
PAN card and national ID
Driving license and public service commission documents
Social Security Fund and Citizen Investment Trust
School certificates
Hello Sarkar, police report, and NOC
Water and electricity bill services
These services are aimed at making government services faster, more transparent, and accessible.
Private Sector Participation
The most important feature of the new guideline is the inclusion of the private sector. Companies that provide public-related services can now request to join the app. To do so, they must apply to the Department of Information Technology.
After receiving the request, a technical committee will review it. Based on the recommendation, the Ministry will decide whether to approve the company’s integration into the app. If approved, the private company will be linked to the Nagarik App system.
Technical Committee Structure
The guideline outlines who will be in the technical committee. The Director General of the Department of Information Technology will lead the committee. Other members include:
Head of the Integrated Data Management Center
Chief of the National Cyber Security Center
Under Secretary (IT) from the Ministry
Director of the related division in the department
This committee ensures that only qualified and secure services are added to the platform.
Exit Option for Integrated Services
The guideline also provides an exit option. If an integrated company wants to leave the app, it can request removal. The department will evaluate the request and decide accordingly.
In case of security risks or poor service performance, the department can also remove a company from the platform. The concerned company will be notified within 15 days of the decision.
Institutional Roles and Governance
Chapter 3 of the guideline explains the institutional responsibilities. The Ministry and the Department of Information Technology will manage the platform. They are responsible for operations, service quality, and data protection.
Legal Basis
The government had removed the previous directive through a law that amended several acts related to good governance. That legal change gave the Ministry the authority to issue this new guideline.
With this update, Nepal’s digital governance moves forward. The inclusion of private sector services is expected to improve access and service delivery across the country.
