Nepal Nagarik App Directive Cancelled: Government to Improve Citizen App Operation

The Government of Nepal has decided to cancel the Nagarik App Operation and Management Directive 2078. The Cabinet made this decision during its meeting on Sunday. Minister for Communication and Information Technology Prithvi Subba Gurung confirmed it on Tuesday.

Although the directive has been repealed, the Nagarik App will continue to operate. The government has no plans to shut down the app. Instead, it wants to improve its functionality and management structure.
The Ministry of Communication and Information Technology has already drafted a new operational guideline, referred to as ‘digdarshan’. This will replace the earlier directive and make it easier to manage the app. Joint Secretary Anil Dutta stated that the new guideline allows the ministry to handle operations more smoothly. He said, “It’s easier to manage the app through ministry-level decisions.”
Before this, any change to the app’s operation required Cabinet approval. That process often created delays. Now, with the new guideline, the ministry can make quick and flexible decisions.
The Citizen App is a digital platform that connects users to several government services. It helps citizens access PAN registration, citizenship records, education documents, and more—all from their mobile phones. The government launched the app to promote digital governance and improve service delivery.
Ramesh Sharma Paudel, Director General of the Department of Information Technology, also supported the decision. He noted that the ministry needed more control to ensure faster updates and better performance. “The previous directive restricted fast action. The new plan solves that issue,” he added.
According to the ministry, the old directive had to be repealed before starting the new one. The guideline is now in its final stages. Once complete, it will officially replace the directive. The Cabinet approved the repeal based on a proposal submitted by the ministry itself.
Officials said this step shows the government’s commitment to building a technology-friendly public administration. The Citizen App is part of this larger mission. With the new guideline, the ministry aims to make the app more efficient, responsive, and user-friendly.
In other developments, the Cabinet has approved Minister Gurung’s participation in the upcoming Asia-Pacific Telecommunity (APT) Ministerial Meeting. The event will take place in Tokyo, Japan, from May 29 to 31. This meeting will focus on telecom cooperation and digital transformation across Asia and the Pacific.
To conclude, the government’s decision to repeal the directive does not weaken the Nagarik App. Instead, it strengthens its governance. The new digdarshan will bring flexibility and efficiency. It reflects Nepal’s ongoing efforts to modernize digital services and improve access for all citizens.
