Nepal New Vehicle and Transport Act: 10-Year Driving License Validity, Age Limits, Medical and Criminal Record Checks

The government of Nepal is introducing a new Vehicle and Transport Act to replace the outdated 31-year-old law. The new bill includes changes in driving license validity, vehicle categories, and eligibility requirements.

Driving License Validity Extended to 10 Years
Under the proposed bill, driving licenses will be valid for ten years instead of the current five years. License holders will need to renew their licenses within 90 days after expiration.
A medical certificate will be required for license renewal, ensuring that drivers are fit to drive. This also applies to individuals involved in fatal accidents, whose licenses may be suspended until a court decision.
New Age and Health Requirements for Drivers
The bill raises the minimum age for obtaining a driving license:
18 years for two-wheeler drivers
21 years for small and medium vehicle drivers
23 years for commercial vehicle drivers
60 years is the maximum age for commercial drivers
In addition, drivers must pass a medical fitness test. Those with serious health issues or criminal backgrounds will be denied licenses.
Driving License for Commercial Vehicles Made Stricter
The bill introduces a new professional driving license category. This will apply to drivers of large-capacity public transport vehicles. Drivers must undergo specialized training to qualify.
To obtain this license, drivers will need knowledge of vehicle maintenance, passenger safety, and emergency procedures. The aim is to improve the professionalism of public transport drivers.
Health and Criminal Record Checks for Licensing
The bill includes stricter checks for health conditions and criminal records. Individuals with epilepsy, hearing impairments, or serious mental health issues will not receive licenses. Additionally, those with a criminal record or history of serious traffic violations will be barred from obtaining a license.
Commercial drivers will also need to submit annual medical reports to continue driving.
New Vehicle and License Classifications
The new bill introduces a more detailed classification system for vehicles and licenses. Vehicles will be categorized into 17 types, based on size and weight. There will be categories for two-wheelers, small vehicles, medium-sized freight vehicles, and large commercial vehicles. Each type will have specific driver eligibility requirements.
Public Feedback and Next Steps
The Ministry of Physical Infrastructure and Transport has made the draft law available for public feedback for 15 days. Once revised, the bill will be sent to Parliament for approval.
