Freedom of expression is the cornerstone of a democratic society; it is the lifeblood of democracy. With the rise of social media, platforms like TikTok have significantly strengthened the fundamental right to freely express ideas and access information.

Nepal Reverses TikTok Ban

These digital platforms empower citizens to voice their opinions, engage in public debates, foster creativity, promote small and medium-sized businesses, and provide entertainment. In recent years, social media has become an important tool for democratic practices, offering a space for meaningful interaction and communication.

However, when social media platforms are restricted or banned, it disrupts citizens’ freedom of expression. Such restrictions deprive individuals of the opportunity to present their viewpoints and participate in the global digital community. It is well understood that banning platforms like TikTok curtails citizens’ rights to express their views openly. Our government, therefore, opposes any measures that would limit freedom of expression and hinder the free exchange of ideas. We stand firmly against any activities that constrict this vital democratic right.

When TikTok was previously banned, small and medium-sized businesses that used the platform to promote their products were severely impacted. The ban not only hurt small entrepreneurs but also negatively affected internet service providers, telecommunication companies, and, by extension, the revenue collected by the government of Nepal. Additionally, TikTok’s parent company, which has been in communication with the Nepalese government for some time, has committed to addressing concerns related to societal norms and security. Following this commitment, the government has decided to lift the ban on TikTok. The platform’s operators have also pledged to contribute to national cybersecurity, promote tourism, enhance digital literacy, create employment opportunities for youth, and implement content moderation, including filtering content in the Nepali language to uphold social harmony.

The Ministry of Communications and Information Technology, through its Press and Information Coordination Branch in Singha Durbar, Kathmandu, sent an official letter on August 20 to the Nepal Telecommunications Authority (NTA) to execute the decision. The letter outlines the following measures to be implemented:

  1. Registration of Social Media Platforms: As per the “Guidelines for Managing Social Media Usage 2080,” TikTok and other platforms must be registered with the Ministry of Communications and Information Technology, and establish a Point of Contact within Nepal.
  2. Commitments from TikTok Operators:
    • Tourism Promotion: TikTok will contribute to promoting Nepal’s tourism industry.
    • Digital Literacy Programs: Nationwide digital literacy and internet safety programs will be conducted.
    • Educational Support: Digital initiatives will be launched to improve the quality of education in educational institutions.
    • Content Moderation: Effective content filtering and moderation systems will be put in place, utilizing Nepali and other national languages. The platform will cooperate in removing content that disturbs social harmony, promotes obscenity, or contributes to cybercrimes.

The government’s decision to lift the ban and TikTok’s commitment to enhancing its platform demonstrates a balanced approach that ensures the protection of freedom of expression while addressing concerns of security and societal impact. This strategic collaboration also promotes Nepal’s tourism, education, and overall digital development, contributing to a more empowered digital society.

By adopting these measures, the Nepalese government is ensuring that digital platforms continue to serve as vital tools for free expression, business growth, and public engagement without compromising national security or social norms.
