Nepal Telecom Expresses Concern Over Birgunj Building Demolition Despite High Court Stay Order

Nepal Telecom has raised serious concerns after the Road Division Office, Hetauda, demolished its Telecommunication Office building in Birgunj, defying a short-term interim order issued by the High Court Janakpur (Temporary Bench, Birgunj).
The facility, located near Ghantaghar, was torn down in disregard of judicial instructions and official survey maps.
Legal Intervention and Stay Order: Amid ongoing efforts for main road expansion in Birgunj, Nepal Telecom Managing Director Sangeeta Pahadi (Aryal) filed a writ petition on August 13 (Saun 28), naming the Road Division Office Hetauda, District Administration Office Parsa, and other agencies as respondents.
Writ Petition (Case No: 083-WO-0085): Filed to safeguard essential telecom infrastructure.
Interim Order Issued (August 14 / Saun 29): High Court Janakpur (Birgunj Bench) ordered an immediate halt to all main road expansion activities.
Show Cause Notice: Respondents were given 15 days (excluding travel time) to present a written explanation with evidence.
Unilateral Demolition and Contempt of Court: Despite the judicial stay, the Road Division Office Hetauda deployed two heavy excavators on August 15 and 16 (Saun 30 and 31) to demolish the building. Nepal Telecom highlighted that the demolition deviated from the official mapping set by the Survey Department and was conducted completely unilaterally.
Upcoming Hearing and Company Stance
Hearing Set for August 20 (Bhadra 4, 2083): The High Court has scheduled a discussion session regarding the continuation of the interim order, with further rulings expected on the same day.
Commitment to Compliance: Nepal Telecom reiterates its commitment to rebuilding the office facility in full compliance with approved standards and calls for proper coordination and cooperation from relevant authorities moving forward.
