Nepal’s e-GP System Relaunched with Enhanced Security and Dual Bidding Option
4th November 2026, Kathmandu
Nepal’s Public Procurement Monitoring Office (PPMO), under the Office of the Prime Minister and Council of Ministers, officially resumed the Electronic Government Procurement (e-GP) system on Kartik 17, 2083 (November 2026).
The Bolpatra system was suspended on Bhadra 11 due to critical security risks, leading the Software Development and Operations Center (SDOC) to rebuild a fully sovereign, secure, in-house platform from scratch.
Public bodies, contractors, and suppliers can now access the upgraded portal and register at https://bolpatra.gov.np.
Key Updates to the Bolpatra (e-GP) System
Dual Submission Modes: Bidders and suppliers can submit tender proposals either online via the portal or physically as hard copy. All submissions must adhere to the terms and deadlines specified in the respective procurement notices.
Mandatory Electronic Evaluation: Even if a bid proposal is submitted as a physical hard copy, public entities are required to perform bid opening and evaluation strictly through the digital e-GP system.
Sovereign In-House Architecture: The new version of the Bolpatra system was engineered domestically by SDOC to eliminate previous security vulnerabilities and strengthen national data sovereignty.
Industry Impact & Strategic Observations
The restoration of the e-GP platform resolves significant delays in government procurement, public works construction, and supply chain management across national and international tenders.
However, technology and cybersecurity experts emphasize key areas that require further operational clarity:
Technical Transparency: Detailed technical reports regarding the original security vulnerability, the specific remediation measures applied, and preventative protocols remain undisclosed.
Standard Operating Procedures (SOP): Official guidelines defining how physical hard-copy bids will be digitized, indexed, and integrated into the electronic evaluation workflow have yet to be published.
System Availability: Ensuring continuous uptime, zero-trust data protection, and robust bid confidentiality during high-volume submission windows remains critical for maintaining contractor trust and procurement integrity.
