26th July 2026, Kathmandu
Rastriya Banijya Bank Limited has officially cancelled and rejected all bids submitted for the procurement of a Group Accidental Insurance Policy intended for its workforce.
RBB Rejects All Bids
The decision was announced after the bank evaluated the proposals and concluded that none of the submitted bids satisfied the mandatory criteria outlined in the original tender specifications.
Details Of The Electronic Procurement Call
The procurement process was initiated by the bank General Services Department under the specific tender heading titled Procurement of Group Accidental Insurance for RBBL Employee. The tender reference identification was marked as IFB No. RBBL/GSD/G/NCB/GAI/01/082/83.
The bidding process was conducted electronically in compliance with national digital governance norms. Interested insurance providers and bidders were invited to submit their proposals through Nepal central electronic government procurement portal, managed by the Public Procurement Monitoring Office, as well as via the official web portal of Rastriya Banijya Bank.
Evaluation Results And Non Responsiveness Determination
Following the formal deadline for online bid submission, the tender evaluation committee at Rastriya Banijya Bank conducted a thorough technical and administrative review of all submitted proposals.
Upon completion of the evaluation, the bank concluded that none of the electronic proposals were substantially responsive to the technical parameters, financial terms, or eligibility criteria set forth in the bidding documents. A proposal is classified as non responsive when it fails to comply with essential conditions, legal document requirements, or coverage standards requested by the procuring entity.
Legal Framework And Public Procurement Act Provisions
To ensure procedural compliance and transparency, Rastriya Banijya Bank executed the cancellation under the statutory guidelines of Nepal Public Procurement Act, 2063.
Specifically, the rejection of all bids was carried out pursuant to Section 26(1)(Ka) of the Public Procurement Act, 2063. This legal provision explicitly empowers public entities and state-owned commercial institutions to reject all submitted bids if no single proposal meets the essential criteria, technical specifications, or basic qualifications stated in the procurement call.
The formal cancellation notice was published to notify all participating insurance companies, corporate stakeholders, and the public regarding the outcome of the evaluation.
Future Status And Procurement Outlook
At present, Rastriya Banijya Bank Limited has not released a revised timeline or indicated when a new tender notice will be published. The bank has also not confirmed whether the original terms of reference for the employee insurance scheme will undergo revisions before the tender is reissued through the e-GP portal.
Rastriya Banijya Bank operates as one of the major state-owned commercial banks in Nepal, maintaining a large employee base across its nationwide branch network. Group accidental insurance coverage forms a standard component of institutional human resource benefits, offering financial protection to staff members against workplace and general personal accidents.
