Dedicated Line Dues: Four Rupandehi Industries Pay First Installment to NEA
Rupandehi Industries Electricity Dues
3rd November 2025, Kathmandu
A significant development has occurred regarding the long-standing dispute over electricity premium tariffs.
Rupandehi Industries Electricity Dues
Four industrial firms operating in Rupandehi have successfully paid the first installment of their outstanding dues for consuming electricity via the dedicated and trunk power lines.
This action addresses the premium tariff component of the bills. This immediate payment, made to the Nepal Electricity Authority (NEA) on Monday, marks a critical step toward resolving the complex billing issue. The focus on clearing these financial obligations puts the Rupandehi Industries Electricity Dues firmly in the spotlight.
The Industries and the Restoration of Power
The four industries that have initiated the payment process are all located in the Bhairahawa region. They include:
- Panchakanya Plastic Industry
- Panchakanya Steel Industries
- Siddhartha Petplant
- Shyam Plastic
Following the submission of the first installment, Nepal Electricity Authority Executive Director Manoj Silwal confirmed that the electricity lines that had previously been disconnected were immediately restored.
The disconnection was a coercive measure taken by the NEA to pressure industrial users into paying the long-pending premium charges. This restoration ensures that operations at these major facilities resume without further power-related interruption.
Details of the Outstanding Premium Dues
The total outstanding amount relates to the premium tariff applied for using dedicated and trunk power lines from a specific period.
These premium charges were levied on electricity consumed between Magh 2072 BS and Baisakh 2075 BS (approximately January 2016 to May 2018).
The use of these dedicated lines provided industries with a more reliable, non-interruptible power supply during periods of load shedding, for which the premium tariff was charged.
The individual outstanding amounts that these industries are working to clear are substantial:
- Panchakanya Plastic Industry: Rs 24.63 lakhs
- Panchakanya Steel Industries: Rs 52.19 lakhs
- Siddhartha Petplant: Rs 1.83 crores
- Shyam Plastic: Rs 49.10 lakhs
The cumulative figure represents a significant sum owed for specialized electricity service provided during Nepal’s severe energy crisis years.
The Multi-Installment Repayment Plan
To make the repayment process feasible for the companies, the total outstanding premium amount has been structured into a manageable schedule. The industries have agreed to divide the full amount into 28 installments.
The payment made on Monday constituted the first installment under this new, structured plan. This agreement provides a path for the Rupandehi Industries Electricity Dues to be cleared systematically without instantly crushing the operational finances of the industries.
The NEA’s willingness to accept the installment plan, rather than demanding the full amount immediately, demonstrates a pragmatic approach.
This move balances the need to recover billions in revenue with the necessity of supporting the industrial sector, a key driver of the national economy.
This resolution is being closely watched by other industries across the country who have similar outstanding dedicated and trunk line premium bills.
The success of this 28-installment model in Rupandehi may set a precedent for broader negotiations and settlements throughout the industrial belt.
