Nepal Valuers Association Announces Second Phase of Protests Against Himalayan Bank Over Valuation Disputes

Led by Nepal Valuers Association President Er. Sanjay Kumar Mahato, engineers have announced severe protests and an indefinite boycott of Himalayan Bank over unresolved property valuation disputes, unrevised fees, and ignored demands.
Valuers Association Protests Against Himalayan Bank
The Nepal Valuers Association (NVA) has announced a series of robust second-phase protest programs against Himalayan Bank Limited, citing the bank’s continued negligence toward dialogues and correspondence concerning property valuation issues.
The announcement was made during a press conference held at the National Press Club in Anamnagar. The event was led by NVA President Er. Sanjay Kumar Mahato, Vice President and Protest Committee Coordinator Er. Manish Karna, and General Secretary Er. Ashok Silwal, who jointly unveiled the official protest agenda.
Key Grievances and Demands
Reading out the press statement, General Secretary Er. Ashok Silwal reiterated that all property valuation works related to Himalayan Bank have already been boycotted. He warned that the agitation would escalate further if the bank fails to address their legitimate demands.
Vice President Er. Karna highlighted that approximately 6,000 to 7,000 engineers are affiliated with the association, cautioning that the bank would be held responsible for any severe steps taken if it continues to ignore their voices. He pointed out that valuation fees have not been revised for years and demanded that Himalayan Bank implement uniform and transparent systems on par with other commercial banks.
President Er. Mahato expressed deep regret that engineers—whose valuation reports form the backbone of billions in bank loan investments—are forced to take to the streets against a financial institution tied directly to their professional domain.
According to the NVA, discussions held last July called for:

A uniform reporting format consistent with other commercial banks.

Transparent bilateral agreements.

A rotational system for assigning work to registered valuers.

Implementation of a scientific service fee structure.
The association alleges that the bank management has shown complete apathy toward addressing these concerns.
Announced Protest Programs
Under the newly declared schedule, the escalation includes:
Total Boycott: Beginning the first week of Ashoj (September/October), all new and old property valuations, re-valuations, and progress reports associated with Himalayan Bank will be indefinitely and completely boycotted.
Memorandums: Submitting formal memorandums to Nepal Rastra Bank (NRB), the Nepal Engineering Council (NEC), and the Ministry of Finance.
Public Pressure: Generating pressure through mass media and social networking platforms while seeking solidarity from other technical organizations.
Black Armbands: Valuers across the nation will wear black armbands during the first week to register their peaceful dissent.
Sit-Ins and Hunger Strikes: If demands remain unmet, peaceful sit-ins will be staged at the central office in Kamaladi and major branches nationwide, followed by relay hunger strikes at the central office.
Action Against Defaulters: The association warned that any individual found secretly performing valuations for the bank in violation of the protest will be publicly identified and recommended for professional and legal action.
While keeping the door open for dialogue to resolve the dispute amicably, the NVA concluded that the bank management must bear full responsibility for any inconveniences inflicted upon the financial sector and service seekers if a resolution is not reached promptly.
