A comprehensive twelve point directive has been officially released to establish standardized operational guidelines for debt collection, savings disbursements, and direct financial settlements between depositors and borrowers across troubled financial institutions.
Freezing Bank Accounts Of Defaulters And Guarantors
Under the newly established regulatory framework, non compliant borrowers who fail to fulfill their financial obligations to problematic cooperatives face immediate administrative penalties. The directive empowers authorities to freeze the personal and commercial bank accounts of loan defaulters as well as their official loan guarantors. This financial freeze remains active until all outstanding loan balances, accrued interest charges, and applicable administrative penalties are fully cleared by the concerned parties.
No Legal Authority For Waiver Of Loan Interest Or Penalties
The Problematic Cooperative Management Committee has formally clarified its operational boundaries regarding financial relief requests submitted by delinquent borrowers. The committee explicitly confirmed that it lacks legal authority to grant waivers on accrued interest or non payment penalties. Borrowers seeking financial relief from cooperative obligations must settle their outstanding dues in full accordance with statutory guidelines, as financial adjustments or interest exemptions cannot be authorized by the management body.
Standardized Formulas For Calculating Interest And Penalties
The directive establishes precise formulas for calculating interest on overdue cooperative loans across different financial periods. Overdue loan balances accrued starting from Shrawan 1 2076 will attract an annual interest rate fixed at sixteen percent. In addition to primary interest, an extra penalty of five percent will be levied against all unpaid interest amounts.

Members holding deposit balances up to five hundred thousand Nepalese rupees are permitted to offset their entire savings amount against their personal loan balances. Offset Limits For Large Savings Accounts
For cooperative members holding savings that exceed five hundred thousand Nepalese rupees, specialized offset rules have been instituted to balance financial equity. These depositors can offset up to fifty percent of their total savings against outstanding debt, subject to a maximum offset cap of five million Nepalese rupees. However, to qualify for this partial savings offset, the borrower must first deposit at least twenty percent of the total outstanding loan balance in cash into the committee account.

Depositors possessing savings equal to or exceeding ten million Nepalese rupees in troubled cooperatives must complete and submit a formal self declaration document.
