This plan plays a crucial role in the initial stages of the project, serving as a key element in the preparatory phase before the official agreement between the Government of Nepal and the World Bank is finalized. It ensures that all environmental and social considerations are addressed in advance, providing a structured framework for the successful implementation of the Digital Nepal Project.
Invitation for Public Feedback
The ministry has invited stakeholders to provide feedback on the draft. The plan includes several key aspects for the project’s implementation. It covers areas such as institutional frameworks, capacity building, monitoring, reporting mechanisms, and environmental and social assessments. Additionally, it outlines measures for health and safety management, grievance handling, waste management, and preservation of cultural heritage.
Key Features of the ESCP
The draft ESCP outlines physical measures and actions that will be taken during the project. It details timelines, institutional responsibilities, and training requirements. Moreover, it sets out how health, safety, grievance handling, and environmental measures will be managed throughout the project. These actions will comply with relevant environmental and social standards and will undergo consultation and disclosure processes.
Collaboration between the Government and the World Bank
The World Bank will provide the necessary financial support for the Digital Nepal Project. The MoCIT, along with its agencies, will carry out the project. The ESCP ensures that government bodies are accountable for implementing environmental and social measures, making sure the project aligns with its overall goals.
Importance of the ESCP in Project Execution
The ESCP plays a crucial role in the financial agreement for the Digital Nepal Project. It highlights the need for environmental and social considerations in the development of digital infrastructure. By seeking public input, the government aims to ensure the project is inclusive and addresses the concerns of all involved stakeholders.
