Educational Consultancy Entrepreneur Pujan Chamling Warns of Industry Collapse Amid Regulatory Uncertainty

Prominent educational consultancy entrepreneur Pujan Chamling has strongly objected to the government’s recent crackdown and raid tactics on educational consultancies, calling instead for immediate policy reforms and a business-friendly regulatory framework.

Speaking at an interaction program titled “Upcoming Budget and Shared Issues of Industrialists and Entrepreneurs” organized by Arthabazar.com in Kathmandu, Chamling emphasized that the current aggressive enforcement methods have created an atmosphere of fear and panic, severely disrupting legitimate businesses.
Media Trials and Wrongful Detentions Harming Industry Reputation
While acknowledging that monitoring and legal investigations are necessary, Chamling criticized the authorities for executing sudden raids without proper preliminary research. He pointed out that public defamation and immediate arrests before completing thorough investigations have damaged the integrity of the entire sector.
“The guilty must face action, but arresting innocent entrepreneurs and subjecting them to immediate media trials is entirely wrong,” Chamling stated.
He further argued that the flaw in the current process is evident because a significant number of entrepreneurs who were initially arrested during recent raids were later released after being found innocent. This blanket approach, he notes, has forced society to view all educational consultancies through a lens of suspicion.
Red Tape and Policy Uncertainty Pushing Businesses to Collapse
The sector is currently facing an existential crisis due to regulatory delays and a lack of clear state policies. According to Chamling, the industry is suffering from:
Suspension of New Licenses: The government’s reluctance to issue new operational permits.
Renewal Delays: Severe bureaucratic hurdles and delays in renewing existing licenses for established consultancies.
He pointed out that these combined factors are forcing many compliant, tax-paying consultancy businesses to shut down operations permanently.
Shifting the Blame: The Role of the Government’s NOC System
Chamling urged stakeholders and the public to stop falsely portraying consultancies as mere “agents sending youth abroad.” He reminded everyone that the entire study-abroad sector operates under strict state surveillance via the Ministry of Education’s No Objection Certificate (NOC) system.
“No student can fly abroad for higher education without a government-issued NOC,” he explained. “Therefore, it is completely unjust to dump the entire burden of responsibility onto private consultancies.”
Global Mobility and the Economic Value of Returnee Entrepreneurs
Addressing the narrative surrounding capital flight and brain drain, Chamling described the pursuit of international education as a natural, inevitable reality of the modern era of globalization and digital competition.

Call for a Transparent and Supportive Budget Policy
Concluding his address, Chamling urged the government to replace its fear-based enforcement with transparent, scientific, and business-friendly monitoring mechanisms.
He demanded that the upcoming fiscal budget introduce explicit policy provisions that safeguard the rights of educational consultancies while providing clear, predictable guidelines for the entire industry.
