ICT in a Local Government

Use of information and communication in the 21st century taken as efficient and effective tools. Information technology as a tool of socio-economic development is a significant issue for developing countries Government initiation plays an important role in the implementation of it in every area. In governance, ICT can be appreciated tools for the promotion of good governance. For enhancing the use of  ICT at the local level and promoting e-governance, local governance and community development program (LGCDP, now PLGSP-provincial & local governance support program) under the ministry of the federal affair and local development (now ministry of the central relationship and general administration) started a novel initiation called “university youth volunteer scheme” in 2014 AD.

After state restructuring to LGs in ICT has been extended to all 753 local units and 7 provinces.  IT officers have begun to run these programs effectively, with the ICT initiation of MoFALD substantial improvements were observed in e-governance at local levels. According to the progress report and documents from LGCDP,.progress in ICT at a local level is impressive. The local & provincial governments are supported by websites, Apps, networks, training, and knowledge sharing.

Based under federal structure of the country all the local government have their own official websites and email systems content contact information, such as official names and contact number of elected bodies, website links of ministry and other organization in the country, planning information, budget information expands & expenditure and publications of different plans by the local government like tender other that can access by anywhere from world to get rights for information, so it also helps in Local level units themselves have become successful in delivering efficient and transparent service through practical use of information and technology, which has allured service- seekers to get their job done in Fast, easy and hassles free away.

Transferring of competencies from the state to the local level, the municipalities are assuming greater development responsibilities for their communities. All this requires a serious effort and the use of the information and communication technology in this process can and should assist local governments to work more efficiently and provide better services to the citizens.

Some software used by local government e-Attendance management system, accounting software (sutra &CGAS), planning management system, inventory management, revenue management system, letter management system, personal information management system, the digital profile of rural municipality /municipality, school management system IEMIS, health management system HMIS, digital citizen’s charter system, Customized Software/Mobile Apps, national data profile.

So, the national IT strategy will need to address the issues of resistance to change due to cultural, personal, and infrastructure factors, be very culturally sensitive, and, given the rate change of the technology, will need to be constructed as an evolving, and learning system. Formulating an appropriate information strategy, which is favorable and supportive of development, a country can best use information technology for overall progress. Understanding the economic, social, and regulatory aspects of emerging economies and their effects on ICT management is an essential matter. Nepal is lagging behind other developed countries in terms of ICT infrastructure. The government itself is also delaying in terms of ICT development. The country has been revising policies for better ICT implementation and updates all the local units in IT infrastructures. Nepal needs to base its national information technology (IT) strategy on a much greater consideration of local cultural and social issues. The government has a major role to play if the country wants to stand in the information arena. Although information technology covers a wide range of technologies.
