The Ministry of Communications and Information Technology (MoCIT Consultations) has embarked on a phased consultation process to address the legitimate regulation and management of social networking sites.

This proactive move by the government comes in response to public requests and suggestions, fueled by concerns over baseless, malicious, and slanderous comments circulating on these platforms.

Public Demand for Regulation

Distinguished figures from diverse sectors have raised their voices for the regulation and management of social networking sites due to the mounting damage caused by unfounded and defamatory content. To address these concerns, MoCIT is taking steps to engage with experts in the field of social media and electronic communication.

Collaborative Consultations

MoCIT is actively seeking insights from industry experts and stakeholders, including social media representatives, to discuss potential strategies for regulation and management. A significant upcoming consultation is scheduled with Meta Company, the overseeing entity of major social media platforms such as Facebook, Instagram, Twitter, and WhatsApp. This meeting is slated for August 10 and will explore regulatory measures in South Asia.

Additionally, the Ministry is engaging with social media operators within Nepal and is collaborating with the Press Council Nepal to foster broader discussions on this crucial subject.

Challenges and the Need for Regulation

The proliferation of information and communication technology has seen a surge in the use and misuse of social networking sites. As a result, combatting the spread of fake news, misinformation, disinformation, and hate speech has become an emerging challenge. Presently, while the Press Council Nepal monitors traditional media, there exists no official body responsible for overseeing individual posts on social media platforms.

Wide-ranging Support for Legislation

Prominent figures from various sectors, including political leaders, civil servants, artists, civil society leaders, educators, businesspeople, and media professionals, have united in their calls for the establishment of legislation to regulate and manage social networking sites.

Their collective advocacy emphasizes the pressing need to address issues that have arisen due to the unchecked proliferation of harmful content.

Ministry’s Response (MoCIT Consultations)

Netra Raj Subedi, Joint Secretary and Spokesperson for MoCIT has highlighted the Ministry’s swift response to the public’s pleas for regulation and management. He affirmed that consultations with stakeholders have been initiated, taking into account the multifaceted challenges posed by social networking sites.

The government’s proactive approach to initiating consultations on the regulation and management of social media platforms demonstrates a commitment to address the growing concerns surrounding digital content.

As collaboration with experts and stakeholders progresses, this effort aims to strike a balance between free expression and the prevention of online harm, while fostering a safer and more accountable online environment for all.
