Nepal Rastra Bank Directs Banks to Provide Services to Disaster Victims via Existing KYC Verification

Nepal Rastra Bank (NRB) has issued a regulatory circular instructing all licensed banks and financial institutions (BFIs) to ensure uninterrupted banking services for disaster-affected customers who have lost critical transaction documents and access devices.

KYC-Based Verification Guidelines
Identification Protocol: BFIs are directed to process banking transactions for affected clients by verifying their identities against signature specimens, photographs, and historical Know Your Customer (KYC) records already held within institutional databases.
Lost Assets Exemption: The regulatory relief explicitly covers customers whose cheques, payment cards, mobile phones, and primary identification documents were lost or destroyed during recent natural disasters in Rasuwa and adjacent districts.
Institutional Mandate and Service Facilitation
Service Access Continuity: Central bank directives require institutions to implement administrative mechanisms that prevent any disruption to cash withdrawals or basic banking activities for impacted individuals.
Helpdesk and Guidance: BFIs must establish specialized support arrangements across branch networks to assist disaster-affected customers and facilitate immediate financial access.
