Infrastructure Ncell to Returns Rs. 1.11 Billion to the Customers

The Nepal Telecommunications Authority (NTA) has directed the private mobile service provider Ncell to refund the fee charged for providing the service without the user’s permission. The board meeting of the Nepal Telecommunications Authority held on Shrawan 32 has directed to return Rs 1.11 billion.

NTA assistant spokesperson Achutananda Mishra said that the decision was verified on Friday. From 15 Aswin 2075 to 18 Jestha 2077, Ncell has automatically renewed and instructed to refund the amount collected from the customer through the vase service called ‘Gameloft’ and ‘Huawei App Gallery’.

According to NTA, it had earned Rs 1.37 billion excluding taxes. NTA had cut off a letter to Ncell on Bhadra 19 asking why no action would be taken. An explanation was again sought from Ncell on this issue on Asadh 17.

Ncell, on the other hand, said that the balance service on the mobile was used to pay for the purchase as it was a third-party service.

NEA, however, has ruled that Ncell’s claim that the service was not renewed without prior approval was not true.

“It has been decided to take action against Ncell Axiata for operating such services without the approval of the authority as per the condition of the license and for operating and renewing the services against the instructions of the authority,” the authority said.

Ncell has to return Rs 1.11 billion illegally taken to the customer’s mobile within three months. NEA will have to be informed about the refund.

The company has been given 15 days to submit the details of automatic renewal after Jestha 18, 2077 BS. A fine of Rs 50,000 has also been imposed for acting against the Telecommunications Act 2053 BS.

Ncell Adds Rs 27 Billion Investment

Ncell, the private sector telecommunication service provider has added an investment of about Rs 27 billion. The company has released a national contribution report. 26.77 billion has been invested in the last fiscal year, 2076/77 alone. This investment has been done in equipment procurement, service expansion, and other activities.

According to the company, this investment is more than double the amount compared to the last fiscal year 2075/76. As per the report, Rs 11.97 billion was invested in the development of the last fiscal year. Ncell has remitted Rs 32.62 billion to the government including VAT.

Due to the Covid-19 pandemic, the income was affected this year. The amount of tax was reduced because of the affected income. Ncell has contributed Rs 60 billion to Nepal’s GVA in the last fiscal year. This is 1.6 percent of Nepal’s total GDP. This includes:

  • 35 percent value-added of capital investment,
  • 48 percent operational direct value-added, and
  • 17 percent of operational indirect and induced value-added.

According to the report, Ncell has paid Rs 242 billion as tax to the government. This amount is paid since its inception. Ncell is providing indirect employment to about 57,000 people. According to Ncell, they have 1 crore 57 lakhs users.

The 4G has reached 58 percent of the population, claims the company. They have installed 59 BTS towers in rural areas. The company has 543 employees in Nepal. According to the report, 64 percent of Ncell users use smartphones.
