Nepal Rastra Bank Issues Guidelines on National ID Provisions for Digital Wallet Accounts

Nepal Rastra Bank Financial Literacy and Financial Consumer Protection Department has issued public awareness directives regarding the mandatory integration of National Identity Cards for digital wallet accounts.

The regulatory update outlines compliance rules for licensed payment service providers and wallet users.
National ID Integration Rules and Compliance Deadlines
Licensed payment service providers must align wallet account openings and user verifications with official digital records.
- Account Opening Verification: Licensed payment service providers must verify user details against electronic National ID records prior to opening digital wallet accounts.
- Self-Declaration and Update Deadline: Payment institutions must collect self-declarations regarding National ID ownership via mobile apps or suitable digital media by the end of Ashoj 2083. Nepalese citizens holding National IDs must update their National ID numbers in their wallet accounts by the end of Ashoj 2083.
- Monthly Reminders: For citizens who have not yet obtained a National ID, service providers must establish automated monthly notifications via mobile apps or other media encouraging KYC updates.
Special Provisions for NRIs and Dependent Citizens
Relaxed registration pathways are established for non-resident Nepalese citizens and vulnerable individuals.
- Non-Resident Nepalese Citizens: Nepalese citizens residing abroad can open digital wallets online using other required identification documents in place of a National ID. However, providers must obtain and update their National ID details within 35 days of their return to Nepal.
- Incapacitated and Dependent Citizens: Citizens who cannot care for themselves, or who are helpless or disabled, are permitted to open and operate digital wallet accounts using alternative required supporting documentation.
