When these features completely implemented, Ad Suitability checks will be available only to monetizing creators, while copyright checks will be available to all creators.

This feature Check is not so time-consuming. It will finish checking that the content is copyright or not within few minutes. Monetization checks may take a couple of minutes longer.
Creators will still be able to publish the video while the checks are still being processed. However, if a problem is detected, it is likely to have an effect on the video’s visibility and monetization.
If a problem is discovered during the ‘Checks’ process, creators will be able to resolve it by clicking on ‘See details.’
According to the blog, “you’ll be able to see the content being claimed, the effect the claim has on your video and including the timecode, it appears at.”
The YouTube Checks is in the early stage, but it will take some time for everyone to access it.
